Who Can Provide Immigration Services in Canada

Under Canadian immigration law, only the following licensed professionals may provide paid immigration advice or representation:

1. Lawyers and paralegals licensed by a Canadian provincial or territorial law society
2. Regulated Canadian Immigration Consultants (RCICs) licensed by the College of Immigration and Citizenship Consultants (CICC)

No other person, company, or organization is legally permitted to provide immigration services for a fee. Only individuals can hold an immigration licence – companies and organizations cannot be licensed.

Important Facts

Licences and certifications issued by countries other than Canada do not authorize anyone to provide Canadian immigration services.

Providing immigration representation or advice for a fee without a valid Canadian licence is a criminal offence under the Immigration and Refugee Protection Act, punishable by a fine of up to $100,000 and up to two years' imprisonment.

Using an unlicensed representative may result in the refusal of your application, revocation of immigration status already granted, and a ban from entering Canada.
